Am I the only one who thinks that the Elite Honor Guards in Halo 2 looked really really cool? I loved the glowing armor and their pike weapon. I was also saddened that they made no return in H3 or any other Halo games besides Halo Wars. I suppose it makes sense since the Brutes probably killed most of them, but even just a couple would be cool to have seen in later releases. The Elite Consular also had a cool design to them as well. Not to mention the glitch 'Elite Honor Consular' that can be seen on Gravemind. Let me know what you guys think of their design.

Elites have many various ranks that are spread out through branches of their armed forces like Zealots, Special Operations and such. What is clear from Campaign and lore is that these branches interact with each other in the field – you might see Special Operations and Honor Guards fighting along side Minors in some of the games, for example.
So, we can infer that, while Sangheili are split into branches and follow the ranks of that particular branch, e.g. Minor, Major etc., these ranks hold authority not just in that branch, but in all of them. There is an overlying chain of command.
Below is an unofficial key that designates rank's authority in the overlying chain of command. The titles in this key are NOT official.
