That's an old zombie skin. The same creator (Navetsea) has a somewhat more recent one that that I think looks better or at least less blurry. I normally prefer a more cartoony look, but I haven't yet found any zombies that I like better. The overall 'look' is at least as much due to the face mesh as the skintone anyway, in my opinion. I thought this zombie skin looked too pretty and didn't want it until I saw it in someone else's screenshot using a more 'cartoony' looking face mesh. It looks much better in my game than I thought it would.

Be aware that if you use a custom werewolf skin replacement, you'll probably need Pioupiou's mod that fixes them in the game, otherwise the skin won't work properly.

For normal human skintone replacements, I use Sleepytabby's 'Imperfection' set, along with several of the other things she's made ('Natural Elements' eyes, 'Unbeauty Parlor' for freckles, scars, etc.).

I like looking at what everybody else is using in the picture threads. There's an amazing and wonderful variety of stuff out there - literally something for every Sims player! You just have to spend some time and effort hunting for it.
